This wooden eagle adorns a painting's framework in the Czar Peter House in Zaandam, The Netherlands.
The little wooden house was home to young Czar Peter when he visited the Netherlands in 1697 to learn shipbuilding techniques.

The origins of the double-headed eagle are probably Byzantinian, and the symbol might have been adopted by Czar Ivan III in the 1400's when he married a byzantinian princess. The eagle is crowned by the Tsarist crown, and it holds the scepter and orb in its talons. The scepter symbolises temporal power, while the orb stands for spiritual power.
It often wears Saint George slaying the dragon on its chest, but not always.
